Isabel Cancela de Abreu is an Environmental Engineer with an Executive Master on Sustainable Energy Systems.Her experience in renewable energies started at APREN, the Portuguese Renewable Energy Association, where she was Director of the Technical Department.

Isabel was afterwards invited to work as Policy Adviser at EREC, the European Renewable Energy Council.

Later on, she decided to take advantage of her national and international experience to found ALER, the Lusophone Renewable Energy Association, where she now works as Executive Director.

In addition, Isabel was also a social volunteer in Niassa - Mozambique, and did an internship at Grameen Shakti in Bangladesh to learn about their microcredit and Solar Home Systems programs.

Subsequently, he worked as a cultural attaché at the Embassy of Angola in Portugal (1990/96) and as a counsellor with the functions of Advisor for Education, Culture and Sports affairs in the Community of Portuguese-speaking countries - CPLP, (From February to August 2010).   He was a CONSULTANT of UNDP for the preparation of the Angola Report (2010). On the Millennium Development Goals (From September 2010 to March 2011) he was a consultant for CESOCI, working on a project of the Civil House of the Presidency of the Republic aimed at the creation of a National Strategy for The Formation of Staff and, at the same time, was a member of the Working Group on Economic and Social Issues of the Secretariat of the Council of Ministers.

He was also, between (2010 and 2021), vice-rector and rector of the Independent University of Angola (UNIA), visiting professor of the Faculty of Social Sciences of the Agostinho Neto University (UAN), president of the Association of Angolan Private Higher Education Institutions (AIESPA), vice-president of the Angolan Academy of Letters (AAL) and collaborator of the Journal de Angola (since 2006). He is now the Minister of Culture, Tourism and Environment.

After the previous function was discontinued, he became Director of the Office of the Minister of Energy and Water, until the end of 2008 In 2009 he was appointed to the position of National Director of Rural and Local Electrification, position he held until 2020 and in August 2020 was appointed to the position of National Director of Renewable Energy and Rural Electrification being in office to date.

Prior to joining UNDP in Angola, Janeiro was Regional Manager of the UNDP-GEF project for the implementation of the Strategic Action Plan for the Cuban-Okavango River Basin to its Permanent Commission (OKACOM) from 2019 to April 2021 based in Gaborone (Botswana) where he worked with the Commission member states, namely: Angola, Botswana and Namibia. His experience with UNDP begins in Mozambique, where he served as Chief of Staff for the areas of Environment, Natural Resource Management and Resilience (2017 - 2018), Programme Specialist for Environment and Climate Action (2013 - 2018), and Provincial Technical Advisor for Disaster Risk Reduction and Adaptation to Climate Change (2012 - 2013).

 

Prior to joining UNDP, he worked with the World Food Programme (WFP) in Mozambique (2008 - 2010 and 2012) in the areas of promotion and protection of means of subsystem and disaster risk reduction.
